Harrington Casino: A Year-Over-Year Setback

Harrington Casino experienced the most significant year-over-year revenue loss among Delaware's casinos, reporting a decrease from $7.8 million in July 2024 to $7.2 million in July 2025.

This is a drop of more than 7%, and it underscores the challenges faced by the casino in maintaining its revenue stream. The decrease in slot machine revenue, which fell by almost 6%, and table games, which saw a more than 25% loss, contributed to this downturn.

Delaware Park: Leading in Revenue, Facing Challenges

Delaware Park, while experiencing a revenue decline of more than 4%, still managed to generate the highest revenue of $15.1 million in July 2025. This figure is down from the previous year, with slots revenue decreasing by 5.9%.

However, table games at Delaware Park showed a positive twist, with a revenue increase of 5.1%, highlighting a potential area of growth.

Bally's Dover: Modest Decline, Bright Spots in Table Games

At Bally's Dover, the revenue dropped by 3% to $12.5 million. Slots experienced a decrease of almost 5%, totaling over $11 million in revenue. On the flip side, Bally's Dover's table games witnessed an increase of almost 17%. Table games hit $1.3 million in revenue, which is a promising sign amid the overall decline.

The Early Days

Delaware’s journey into casino gaming began with legislative changes in the 1990s.

Before the legalization of casino gambling, Delaware was primarily known for its horse racing tracks. The decision to introduce casino gaming was part of a strategy aimed at bolstering state revenues and promoting tourism.

Growth and Expansion

As the industry took off, Delaware leveraged its existing racetracks to establish "racinos" – a combination of racetracks and casinos.

The first such establishment, Delaware Park, opened its doors in 1995, followed by Harrington Casino and Bally’s Dover. The introduction of slot machines was a game-changer, propelling the state's gaming revenue to new heights.

Recent Trends and Challenges

Over the years, casino gaming in Delaware has faced various challenges, including increased competition from neighboring states and changes in consumer preferences. More recently, the pandemic and shifts towards online gambling have further impacted traditional casino revenues.

Delaware Casinos Are Looking Ahead to Better Days

The recent revenue declines at Delaware casinos reflect a broader trend of evolving challenges within the gaming industry.

While some segments, like table games at Bally's Dover, show potential for growth, the overall trajectory emphasizes the need for adaptation and innovation. Understanding the historical context and current dynamics is crucial for stakeholders as they navigate the future of Delaware's casino gaming landscape.
