📖 April 2020: Four in-person casinos legalized in Virginia in the cities of Danville, Bristol, Norfolk, and Portsmouth

📖 January 2023: The first permanent in-person casino opened in Virginia was Rivers Casino Portsmouth. 

📖 January 2025: Virginia House Bill introduced to possibly bring iGaming to the state, but is ultimately rejected.

Virginia is trying to become the ninth state to legalize online casinos. Here is all we know as of now regarding Virginia Online Casinos:

When Will Virginia Online Casinos Launch?

Virginia online casinos currently have no launch date, as they have not been approved by Virginia lawmakers. Currently, House Bill 161 is being brought to the table to discuss iGaming in Virginia, and for online casinos to become legal, it would need enough votes. 

The current projection is that it will be unlikely for iGaming to become legal in Virginia this year.

How Many Virginia Online Casino Licenses Will There Be?

There will be a maximum of 15 online casino licenses in the state of Virginia if the current bill is passed. Each operator would have to pay a $ 2 million platform fee, along with $500,000 to obtain a license and $250,000 every 5 years. We would expect the top online casinos like DraftKings, FanDuel, BetMGM, Caesars, bet365, Fanatics, and many others to apply for online casino licenses in the state if it became legal. 

When Are Virginia Legislative Sessions to Discuss Online Casinos?

Virginia legislative sessions began on January 14, 2026, to discuss House Bill 161 and Senate Bill 118, which involve online casinos. These sessions will run for 60 days, ending on March 14, 2026. These bills were already pre-filed for discussion, so they should be an important talking point in the early parts of this legislative session.

Virginia online casinos are not legal yet, but top operators are already considering obtaining one of the 15 different licenses should a bill pass. Let's quickly give an overview of the potential online casinos:

The most likely Virginia online casino to become legal will be BetRIvers Online Casino. Currently, the most popular land-based casino, Rivers Casino Portsmouth, is owned by Rush Street Interactive, which also owns BetRivers. It’s a safe bet they would be awarded one of the licenses. 

🎰 Hard Rock Bet Online Casino

Another operator with a brick-and-mortar casino in Virginia is Hard Rock. This also makes it very likely that Virginia will issue Hard Rock Bet Online Casino a license if online casinos ever become legal in the state.

🎰 Caesars Online Casino

A third operator that already operates a casino in Virginia is Caesars. Caesars is a very popular brand in the casino industry, so with them already having a foot in the door in Virginia, it makes it all the more likely that Caesars Online Casino will obtain one of the fifteen licenses should iGaming become legal.

🎰 BetMGM Online Casino

BetMGM is a staple of the casino industry and is likely to pursue a license in Virginia should iGaming be legalized there. BetMGM Casino already has licenses in numerous other states, too, like Pennsylvania, New Jersey, Michigan, and West Virginia, so this would be a likely partnership with Virginia.

DraftKings Casino has the most licenses across the seven legal iGaming states. This makes them a very likely candidate to receive one of the fifteen in Virginia should it become legal. Plus, they are already one of the most popular sportsbooks in the state.

FanDuel Casino is often discussed similarly to DraftKings Casino. Look for this leader in sports and online casino to also obtain a license if DraftKings is able to secure one. Plus, they boast one of the biggest casino game libraries. 

🎰 Fanatics Casino

One of the most popular brands in apparel, sports betting, and online casinos is Fanatics. Look for Fanatics Casino to also apply for a license in Virginia, especially given their success in other states that already have online casinos.

🎰 Golden Nugget Online Casino

Golden Nugget Online Casino is run by DraftKings Casino. So expect that if DraftKings Casino becomes an operator in the state of Virginia, Golden Nugget would also try to be a major brand in the brick-and-mortar casino business.

🎰 Bet365 Casino

The largest international online gambling brand is bet365. They operate an online casino in other US states and internationally. Virginia would most likely like to give Bet365 Casino a chance to be one of their online casino operators. 

🎰 Hollywood Online Casino

Hollywood Online Casino may be slightly less likely than other casino brands we have mentioned. However, given that there are 15 licenses to award, it would make sense that Hollywood Casino could be awarded one.
