MGM Yonkers Inc., a subsidiary of MGM Resorts International, has taken a big step toward transforming its historic Empire City Casino into a major commercial casino and entertainment destination.

It has submitted its commercial casino license application to the New York Gaming Commission and the Gaming Facility Location Board. MGM's $2.3 billion proposal aims to bring new life to Yonkers.

The Race for Downstate Casino Licenses in New York

New York is in the midst of a highly competitive process to award three new casino licenses for the downstate region, which includes the New York City metropolitan area.

This process has been years in the making, stemming from a 2013 constitutional amendment that allowed commercial casinos in the state. However, a 10-year moratorium was placed on downstate licenses to give upstate casinos a head start. Now, with that moratorium lifted, the race is on to secure these lucrative licenses.

The competition is fierce, with other major players like Genting Group and Mets Owner Steve Cohen also vying for a license.

MGM Yonkers’ Ambitious Vision for Empire City Casino

The company has submitted a $2.3 billion proposal to transform its historic Empire City Casino in Yonkers into a full-scale commercial casino and entertainment destination. The plan includes:

  • Complete renovation and expansion of gaming areas

  • A new high-limit lounge and a state-of-the-art BetMGM Sportsbook for retail sports betting

  • A 5,000-seat entertainment venue for concerts, local events, and graduations

  • Three new full-service restaurants and upgraded dining options

  • A new parking garage with solar panels and electric vehicle charging, emphasizing sustainability

Economic and Community Benefits

Empire City Casino has already contributed over $5 billion to New York’s education funding since 2006. MGM’s proposal promises even more local benefits:

  • Revenue Sharing: 20% of casino tax revenue would be shared locally—10% to Yonkers, 5% to Westchester County, and 5% divided between Rockland and Putnam counties.

  • Job Creation: The project is expected to create thousands of jobs, both directly and indirectly, and MGM has committed to being a top employer with opportunities for career growth and a focus on responsible gaming.

  • Community Initiatives: MGM uses programs like GameSense to promote responsible gambling and support community well-being.

MGM’s proposal includes investments in public infrastructure such as roads, water lines, and traffic technology, aiming to improve the quality of life in Yonkers. Sustainability is a core value, with plans for energy-efficient operations, water conservation, and solar energy integration.

The Application Process: A High-Stakes Challenge

The process to apply for one of these licenses is rigorous and complex:

  • Application Deadline: All bids must be submitted to the New York State Gaming Commission by today, June 27, 2025, with both digital and physical copies required, plus a $1 million non-refundable application fee.

  • Community Review: Each proposal is reviewed by a local committee of community advisors, who consider the social, environmental, and economic impacts. A two-thirds majority vote from this committee is needed for a proposal to advance.

  • Entitlement Process: Applicants must also clear several hurdles, including environmental reviews and zoning approvals, by September 30, 2025.

  • Final Approval: The Gaming Facility Location Board will make the final decisions, expected by December 1, 2025. Winning bidders must pay a $500 million licensing fee and commit to at least an equal amount in capital investment.

If MGM Yonkers secures one of the three downstate casino licenses, construction is expected to be completed by mid-2029, ensuring Empire City Casino remains a major cultural and economic force in the region.
