In Maine, there is a clear distinction between what's legal and what isn't when it comes to online betting. The Maine Gambling Control Unit (GCU) recently issued a warning to residents and visitors to steer clear of certain illegal gambling websites and apps.
"These sites may appear legitimate, but none are licensed or regulated by the state," Milton Champion, executive director of the Gambling Control Unit within the Department of Public Safety said in a statement. "No online casino, iGaming, or sweepstakes site is authorized to operate in Maine."
The announcement comes on the heels of New York's Attorney General issuing cease and desist letters to 26 sweepstakes casinos. Montana became the first state to ban sweepstakes gambling.
What Online Gambling is Legal in Maine?
In Maine, online sports wagering, fantasy sports contests, and advance deposit wagering for horse racing are legal.
These activities are regulated by the state's Gambling Control Unit, which ensures that consumers are protected and the games are fair. Any operator offering these services must be licensed and adhere to the GCU’s regulations.
The Rise of Unlicensed Gambling Websites
Despite the clear regulations, the GCU has identified numerous unregulated gambling sites targeting Maine’s residents. These sites often market themselves as legitimate platforms but operate without proper state oversight.
Most of these sites are based in other states or countries, offering what are termed social casino or sweepstakes casino games. These platforms might offer games like slots, blackjack, and roulette with real-money payouts, gift cards, or other prizes. However, they are not authorized or regulated by the GCU.

Without state regulation, there is no guarantee of fair play. Moreover, users of these platforms have no legal recourse in the event of disputes over winnings or account issues. The Maine GCU has emphasized that players engage in such activities at their own risk, with no support from state authorities in case things go wrong.

While Maine strictly prohibits real-money online casinos, other states are also grappling with how to regulate these platforms.
In states like Louisiana, online sweepstakes casinos are on the verge of being banned, though they remain accessible for the time being. The Louisiana Senate has already passed a proposed ban, and now Senate Bill 181 is advancing in the House as the June 12 legislative deadline approaches.
States like New Jersey and Pennsylvania are trying to do the same thing.
Only seven states have legalized real money online casinos, including:
