Michael Penix Jr. doesn't dress for the opener. Nine months after ACL surgery, he lacks clearance for full team drills, which hands Tagovailoa the first-team offense by default rather than by merit.

Kickoff comes at 7 p.m. ET at Mercedes-Benz Stadium, on FOX 5 locally and ESPN Unlimited. Stefanski plans roughly one series for the starters and declines to settle the Falcons starting QB job tonight. The NFL market shows less hesitation.

Where the Market Has Tua and Penix

Those prices don't add to 100 by design. Each quarterback trades as his own contract on prediction markets, so the Tua vs. Penix odds work as two separate reads, not two halves of one number.

The contract settles on whoever takes the first snap in Pittsburgh on Sept. 13 at 1 p.m. ET.

The Tua vs. Penix odds have moved one direction since June. Tua sat near 65% then, while Penix has slid from the mid-40s to the low teens. Penix did nothing to cause that drop. He simply has not practiced.

Why Tua Leads the Falcons Starting QB Race

Reps. Stefanski installed a new offense this spring. Tagovailoa took nearly every first-team snap in it, which erases Penix's incumbency.

Fit. Stefanski prizes accuracy above all other quarterback traits. Penix completed 60.1% of his throws in 2025 and 59.6% for his career.

Availability. Tagovailoa managed back tightness early in camp, then returned to full work. The two never reached the same level.

The knock on Tua is durability, not talent. Miami benched him last season after 20 touchdowns and 15 interceptions, and his concussion history has cost him games. Atlanta pays roughly $1.2 million for one year while Miami eats about $54 million. Low risk, and the Week 1 odds for Tua vs. Penix reflect that.

Michael Penix Injury Update

Penix tore his left ACL in Week 11 against Carolina. Ian Rapoport reported a nine-month minimum recovery after surgery. It counts as his third ACL reconstruction.

Where he stands tonight:

  • Throwing since March
  • Individual drills and 7-on-7: cleared
  • Full team drills and contact: not cleared
  • Preseason opener vs. Denver: out

On July 29, Penix put full clearance about four weeks away. That lands near Aug. 29. He sounded more upbeat on Aug. 5, saying clearance could come any day.

Stefanski offers no date. He praises the rehab work instead.

Atlanta holds joint practices with the Colts next week, and Penix takes part in the 7-on-7 work. After that, watch the Aug. 20-23 game at Indianapolis and Aug. 27-29 at Miami. If he doesn't dress for either, the Falcons starting QB question closes early.

Penix Next Team Odds

No market exists on Penix's next team, and that absence tells the story.

Atlanta controls him through 2027 on a rookie deal worth $22.9 million, plus a fifth-year option. He's also the only experienced arm behind a starter with a concussion history. Selling that insurance in August, at a discount, mid-rehab, makes no sense.

Two windows matter:

  1. Nov. 10, the trade deadline. Live only if Tua stays healthy and a contender loses its starter.
  2. The 2027 offseason, when Atlanta decides on the fifth-year option.

Names in national speculation, most-cited first. No beat reporter has linked any team to Penix:

  • Steelers, Browns, Cardinals. Unsettled quarterback rooms. Cleveland doubles as Stefanski's old club.
  • Lions, Jets. Cheap developmental swings.
  • Ravens. A backup-room upgrade, not a starting bet.

Arizona carries the strongest logic. The Cardinals won three games last season, still start Jacoby Brissett, and want multiple shots at the position before the 2027 draft.

The counterweight: 12 career starts, four wins, three ACL reconstructions. A late-round pick buys him, not a package.

What moves the Tua vs. Penix odds

  • Tonight's first series. A clean drive pushes Tua past 85%. A bad one barely moves him, because Penix cannot capitalize.
    Indianapolis next week. Clearance for full team drills stands as the biggest catalyst in Penix's favor.
  • Any Tua injury. One MRI inverts this line.
  • Aug. 30, 6 p.m. ET. Roster cutdown forces Atlanta's hand on anyone still sitting on Active/PUP.
