Wyoming lawmakers have moved forward with a proposal that could reshape the future of online sweepstakes casinos in the state. But the proposal is not law.

According to a WyoFile report by Maya Shimizu Harris, Wyoming’s Select Committee on Gaming unanimously voted to sponsor draft legislation banning online sweepstakes games. The measure would treat operating covered games as professional gambling, a felony under state law.

Wyoming is adding itself to a long list of sweepstakes casino ban proposals around the country. Oklahoma's sweepstakes casino ban is scheduled to begin in November.

The committee’s decision is an important step, but it does not put the proposed ban into effect. The draft still needs further review and legislative approval before it could become law.

Legal Sports Report reports that it has been sent to the Legislative Management Council for a sponsorship decision ahead of the 2027 legislative session.

What Would the Sweepstakes Casino Proposal Ban?

Draft legislation 27LSO-0098 would address online casino and sweepstakes games through Wyoming’s existing gambling laws. Its reach would extend beyond websites where players place direct cash bets.

The published working draft covers internet-based games, contests, and promotions that involve risking property—or something representing value—for a chance to obtain property. The activity must also enable or simulate gambling and fall outside existing legal exclusions or authorizations.

The proposal specifically addresses several ways online sweepstakes casinos may structure their games, including:

  • Single-currency, dual-currency, and multi-currency systems.
  • Free-play and promotional-play credits.
  • Sweepstakes entries.
  • Other units that can be used, awarded, exchanged, or redeemed for property or a chance to obtain it.

In other words, lawmakers are looking at how a game operates, not just the label attached to it. Calling a product a promotion or using virtual credits would not automatically place it outside the proposed restrictions.

Who Could Face Penalties?

The proposal would apply to more than the companies running a sweepstakes casino.

It would also cover people and businesses that knowingly provide certain services for the purpose of operating, offering, or promoting covered games. The draft names payment processing, geolocation, server hosting, gaming platforms, gaming content, data services, promotion, and advertising.

Those activities would fall under professional gambling. The existing penalty described in the draft allows for up to three years in prison, a fine of up to $3,000, or both.

However, the draft exempts people who participate solely as players from this proposed expansion of professional gambling. That exemption does not establish that every form of online gambling is lawful. It means the new provision is aimed at operating and supporting the games rather than simply playing them.

Why Online Sweepstakes Casinos Are Under Scrutiny

The debate comes down to a difficult question: When does a promotional sweepstakes become a gambling product?

Online sweepstakes casinos may resemble traditional casino websites, with games that look like slots or table games. They are based around many themes, including:

Sports-themed sweepstakes casino games

Pet-themed games

Holiday-themed games

Operators argue that their promotional structure, including ways to enter without making a purchase, separates their products from ordinary real-money gambling. WyoFile reports that this distinction was part of the industry’s argument against the proposed ban.

State officials have also faced uncertainty about who should handle complaints. Wyoming Gaming Commission Executive Director Nicholas Larramendy told lawmakers that complaints can move between the commission and the state’s consumer protection unit because of differing views about agency authority, according to WyoFile.

That uncertainty should not be confused with state approval. In a May 2025 public warning, the Wyoming Gaming Commission said it does not license online casinos, iGaming sites, or sweepstakes sites and described those operations as illegal in Wyoming. The commission also warned that it cannot help resolve winnings disputes or account problems involving illegal iGaming platforms.

The proposed legislation would make the statutory treatment of these games more explicit. Its pending status does not mean regulators currently approve of them.

Industry Representatives Have Pushed Back

Sweepstakes operators have argued that a broad ban could reach promotional activities they consider lawful.

According to WyoFile, attorney Bill Gantz, representing gaming company VGW, raised concerns about the proposal’s scope. He argued that its language could conflict with promotional sweepstakes that allow people to enter without buying anything. He also told the committee that VGW had offered online sweepstakes games in Wyoming since 2012.

The disagreement reflects two different views of the same products. Industry representatives emphasize their sweepstakes structure, while the proposed legislation focuses on the use of value and the simulation of gambling. That difference helps explain why the issue has become a legislative priority.

What the Proposal Means for Wyoming Players

For players, the most important distinction is between a website being available and a website being authorized by the state.

A sweepstakes casino accepting Wyoming users is not proof that it has state approval. The Wyoming Gaming Commission has explicitly said it does not license these platforms.

The committee vote also does not mean a new ban has already taken effect. Players reading headlines about online sweepstakes casinos should separate three questions:

  • What position have Wyoming regulators taken?
  • What restrictions does the draft propose?
  • Has the Legislature enacted those restrictions?

At present, regulators have issued a warning, lawmakers have sponsored a draft, and the proposed law remains pending. Those are different stages and should not be treated as interchangeable.

A Growing Gambling Industry Sets the Backdrop

Wyoming’s debate over online sweepstakes casinos is happening as its legal gambling market grows.

WyoFile reports that Larramendy told lawmakers approximately $2.7 billion was wagered across the state’s legal gambling activities in 2025. He projected that the total would exceed $3 billion in 2026. These figures measure money wagered—not gambling company profits or state tax collections.

Wyoming created the Select Committee on Gaming in 2025 to address issues within the industry. Alongside the sweepstakes proposal, the committee sponsored a separate draft updating fingerprinting requirements for certain people regulated by the Wyoming Gaming Commission.

These actions show that the sweepstakes debate is one part of a broader effort to update gambling oversight as the industry expands.

When Could the Proposed Ban Take Effect?

The published working draft lists July 1, 2027, as its proposed effective date. However, that date would matter only if the measure completes the legislative process and becomes law with that provision intact. The document is marked as a draft not approved for introduction.

According to Legal Sports Report, the Legislative Management Council will consider sponsorship ahead of the 2027 session. Lawmakers could revise the proposal during the process, so the current language should not be treated as final.

For now, Wyoming has advanced a sweepstakes casino prohibition proposal—not enacted a new ban. Its next steps will determine whether the state adopts the draft’s broader restrictions on operators and businesses that support online sweepstakes casinos.
