Maine online casinos are moving closer to launch, but players may need to wait until early 2027 before placing legal online casino bets.

Although it is the 8th state to legalize online casinos, The Pine Tree State's iGaming market exists on paper—but not in practice

However, Milton Champion, executive director of Maine’s Gambling Control Unit (GCU), has indicated that the first quarter of 2027 is a more realistic target than late 2026. State officials still need to finish gaming rules, prepare the licensing process, and put key systems in place.

There is no firm launch date, but it won't stop us from looking at where Maine online gambling stands, and what must happen before the state’s regulated online casinos can open.

Maine Has Legalized Online Casino Gaming

Maine legalized online casino gaming, also called iGaming, in January, when Legislative Document 1164 was signed into law by Governor Janet Mills. It's titled “An Act to Create Economic Opportunity for the Wabanaki Nations Through Internet Gaming.” It took effect later that year.

It gives exclusive rights to offer online casino gaming to Maine’s four federally recognized Wabanaki Nations:

  • Houlton Band of Maliseet Indians
  • Mi’kmaq Nation
  • Passamaquoddy Tribe
  • Penobscot Nation

Each nation can partner with one commercial management services provider. That creates room for up to four online casino platforms under the law.

Caesars has expanded agreements with three of the tribes, including plans involving Caesars Palace Online Casino. Those arrangements remain subject to regulatory approval, so they do not guarantee which platforms will be available at launch.

Where Maine’s Online Casino Rules Stand

On September 30, 2026, the GCU published its third round of proposed internet gaming rules.

The 15-chapter package covers how the market would operate, including license applications, cybersecurity, player accounts, geolocation, responsible gambling, advertising, and complaint procedures.

The latest draft also clarifies where certain gaming systems may be located. Some backend systems used for live-dealer games could operate outside Maine, while the primary server that accepts wagers would need to remain in the state.

Other changes would simplify approval requirements for some routine game updates.

These rules are still proposals. They must complete the review process before operators can move forward with licensing.

Why the October 30 Deadline Matters

Written public comments on the latest draft are due by 11:59 p.m. on October 30, 2026. No public hearing is scheduled for this round.

What happens next depends on whether the GCU makes substantive changes after reviewing those comments.

If No Substantive Changes Are Needed

The final rules package would go to the Maine Attorney General’s office for a legal review. That review can take up to 120 days, although it may finish sooner.

If Substantive Changes Are Needed

The GCU would need to hold a fourth public comment round before sending the rules for legal review.

That extra step could push the timeline back. The October 30 deadline is therefore an important milestone, but it is not a launch date or a guarantee that the rules are nearly complete.

Licensing and Testing Still Need to Happen

Final rules will not mean Maine online casinos can open immediately.

The GCU must complete the rules process and Attorney General review before it can accept license applications from the tribes and their partners.

The agency also needs to prepare for its new oversight duties. Remaining work includes:

  • Hiring about six staff members.
  • Arranging training for internet gaming oversight.
  • Launching an online licensing portal and database.
  • Reviewing applications and completing required testing.

These operational steps help explain why Champion views early 2027 as more practical than a launch before the end of 2026.

A Federal Lawsuit Adds Uncertainty

A federal lawsuit filed by Oxford Casino and Churchill Downs challenges Maine’s tribal-exclusive online casino model.

The plaintiffs argue that the structure creates an unconstitutional “race-based monopoly.” That is their legal claim, not a court finding.

No injunction has halted the regulatory process so far. Still, the case adds uncertainty because a future court order could affect how the state moves forward.

Proposed License Fees and Taxes

The proposed rules include a $50,000 initial operator license fee, along with lower fees for management services providers, suppliers, and background checks.

The law sets an 18% tax on adjusted gross internet gaming receipts.

It is important to distinguish the proposed licensing fees from the tax rate established in law. The draft rules remain subject to the ongoing review process.

Which States Have Legalized Online Casinos?

Maine is trying to join this list of seven states that have legal online casino gambling, including:

  1. Delaware: The first state to legalize in 2012.
  2. New Jersey: Legal since 2013, it is a well-established market.
  3. West Virginia: Introduced online casinos in 2019, alongside sports betting and poker.
  4. Pennsylvania: Legalized in 2017, The Keystone state has a range of casino games.
  5.  Michigan: Entered the market in 2021, quickly growing its online casino offerings.
  6. Connecticut: Legalized online gambling in 2021, including sports betting, casino games, and poker.
  7. Rhode Island:Added online casinos to its iGaming portfolio in 2024.

When Could Maine Online Casinos Launch?

The first quarter of 2027 is the more realistic planning window described by Champion, but it is not an official launch commitment.

The next major steps are the October 30 public comment deadline, any required rule revisions, and the Attorney General’s review. Licensing, staffing, system preparation, and testing must follow.

For players tracking Maine online gambling, the key distinction is simple: online casino gaming has been legalized, but the regulated market is not yet ready to open. A confirmed launch date will depend on completing those remaining steps.
