Steuben County in northeastern Indiana is making a strong push to bring a new inland casino resort to the region. The project is still in the planning phase, but it could move forward if voters approve it in a November 3, 2026, referendum.

According to WLKI radio, as the November vote approaches, a possible location for Steuben County’s proposed casino resort is coming into focus. Realtor Mark Hansbarger of Angola revealed that a 186-acre Walters Lake property near Fremont is under contract and being marketed to major casino developers nationwide.

If approved, the casino would be part of a broader expansion of gaming in northeast Indiana. It would also compete with similar proposals in Allen and DeKalb counties.

Why Steuben County Wants a Casino

The effort follows the passage of Indiana House Bill 1038 in early 2026. This law allows one new inland casino license in northeast Indiana, giving three counties—Steuben, Allen, and DeKalb—the chance to compete.

Local leaders in Steuben County say the goal is simple: boost the economy and turn seasonal tourism into a year-round industry.

A feasibility study suggests the project could:

  • Generate between $14.1 million and $16.6 million in annual local gaming tax revenue
  • Create 800 to 1,200 jobs
  • Add up to $72 million in annual payroll
  • Attract visitors from Michigan, Ohio, and across Indiana

Supporters also believe the casino could keep gambling dollars from leaving the state. The area is very close to the Ohio and Michigan borders. Residents can easily reach Toledo or Detroit and play in the casinos there.

Proposed Location and Key Advantages

One of Steuben County’s biggest selling points is its location.

The county sits at the intersection of Interstate 69 and the Indiana Toll Road, making it easy for visitors to travel from multiple states. This regional access is a major factor in attracting out-of-state guests.

The site that has already been identified is appealing for several reasons, including:

  • A 186-acre waterfront property on Walters Lake
  • Located west of Fremont
  • Within close reach of the I-69 and Toll Road interchange

The area already draws millions of visitors each year thanks to:

  • More than 100 lakes (including Lake James)
  • Pokagon State Park
  • Strong summer tourism traffic

The vision is to build a full-scale resort that blends gaming with the area’s natural appeal. Plans could include a hotel, restaurants, entertainment venues, and other amenities.

Current Status and Timeline

Here is what happens next:

  • November 3, 2026: Local referendum vote
  • December 1, 2026: Application deadline for casino operators (if approved)
  • 2027: Indiana Gaming Commission selects a winning proposal
  • 2027–2028: Possible construction period

Steuben County has also launched a promotional site, steubenfunwins.com, to build public support. Community meetings are expected leading up to the vote.

How Steuben Compares to Other Counties

Steuben County is not the only contender. Allen and DeKalb counties are also on the ballot, and each brings a different approach.

Allen County (Fort Wayne area)

  • Smaller and less active campaign
  • Potential site along State Road 8 near I-69
  • Mixed support from local officials
  • Lower visibility in the overall competition

Steuben County

  • Smallest population but strong tourism base
  • Focus on resort-style destination casino

  • Positioned as a year-round tourism upgrade

Each county must win voter approval before moving forward, making the November 2026 vote a critical step.
