Shanahan has quietly navigated that chaos as well as anyone, sitting at 15-11-1 against the spread in the preseason.
The scoring profile supports the underdog too. Five of Tennessee's last seven preseason games have finished with 36 points or fewer, while four consecutive 49ers preseason games have cleared 39.
