The WNBA is experiencing a surge in popularity, and one thing many first-time viewers immediately notice is how physical the games appear.

Some viewers and pundits have gone as far as to call the modern NBA “soft” and suggest the WNBA is still playing ‘90s ball. 

That raises an obvious question: which league actually commits more fouls once game length is taken into account?

To compare the leagues objectively, The Action Network analyzed personal fouls per minute- a simple way of measuring how frequently officials penalize physical play after accounting for different game lengths.

The results are in and the WNBA has 0.49 fouls per minute, compared to the NBA’s 0.41. Once the difference in game time is taken into account, a foul is called every 2.04 minutes in the WNBA compared with every 2.42 minutes in the NBA

Although the leagues average nearly identical fouls per game (19.58 vs. 19.87), the shorter WNBA game means those fouls occur at a substantially higher rate over the course of regulation.

Key Findings

  • WNBA referees call an average of 18.3% more fouls per minute than their NBA counterparts.
  • 9 of the top 10 teams with the most fouls are WNBA teams.
  • The Connecticut Sun team has the most fouls per game at 23.7.
  • The Indiana Fever receive a lot of attention for receiving fouls, but the data shows they have more fouls than almost any other team.
  • The Detroit Pistons are the only NBA team to break the top 10 in 9th place.
  • Even the least penalized team in the WNBA, the New York Liberty, has more fouls per minute than 25 of 30 NBA franchises.

The Minute-by-Minute Breakdown

While the NBA and WNBA feature nearly identical raw foul averages per game, the WNBA packs this friction into a shorter, highly condensed 40-minute clock compared to the NBA’s 48-minute timeline. When normalized for time, WNBA teams are whistled for 18.3% more fouls per minute. This time-adjusted metric reveals that the top five most physically penalized franchises in pro basketball are all WNBA teams, proving that pound-for-pound, the women's league delivers a more continuous baseline of physical defensive grind.

Methodology

We collected average team personal fouls per game for every NBA and WNBA franchise from TeamRankings and Basketball-Reference. Because WNBA games last 40 minutes while NBA games last 48 minutes, we divided average fouls per game by regulation game length to calculate fouls per minute for each team and league average.

This allowed us to compare the WNBA and NBA’s fouls, apples to apples.
