Yes. Online and retail sports betting have been legal since September 9, 2021, under HB 2772, signed by then-Governor Doug Ducey on April 15, 2021. The market is regulated by the Arizona Department of Gaming, currently led by Director Jackie Johnson.

How Arizona Licensing Works, and Why it Matters to You

Most states license operators directly. Arizona does not, and the difference explains which sports betting apps you can use.

The state caps the market at 20 event wagering licenses, split evenly: 10 reserved for federally recognized tribes located in Arizona, and 10 for Arizona professional sports franchises. A sportsbook cannot apply on its own — it must partner with a tribe or a franchise and operate as that partner's designee. When Circa Sports was awarded a license in August 2026, it was as designee for the San Juan Southern Paiute Tribe.

Two consequences follow. Arizona has fewer brands than some comparable states, because the number of partners is fixed. And when an operator leaves, its license frees up — which is exactly what triggered the first new application window since launch, run between June 26 and July 10, 2026 after Sporttrade exited.

Operators pay 8% of adjusted gross receipts on retail wagers and 10% on online.

The Arizona Market in Numbers

That last line is worth dwelling on, because the churn is unusual. A market capped at 20 licenses that has already seen eight operators come and go is more volatile than the license count suggests, and it is why the brand list on most Arizona pages is out of date.

Arizona and Prediction Markets: The Fight Nobody Else is Having

Federally regulated prediction markets — Kalshi, Polymarket, Robinhood — offer contracts on sporting outcomes and operate nationwide under Commodity Futures Trading Commission oversight rather than state gambling law. Arizona has fought that harder than any other state, and the result is a genuinely strange position: the state cannot prosecute the exchanges, but it can act against the licensees who work with them.

Round One: Arizona Prosecuted Kalshi and Lost

• May 2025 — the Arizona Department of Gaming issued cease-and-desist letters to Kalshi and Crypto.com, making Arizona the seventh state to do so.

• March 2026 — Attorney General Kris Mayes filed 20 misdemeanor criminal counts against KalshiEX LLC in Maricopa County Superior Court. It was the first criminal prosecution of a CFTC-registered prediction market anywhere in the United States, covering both unlicensed wagering and contracts on Arizona elections.

• April 2026 — the CFTC sued Arizona.

• May 5, 2026 — Judge Michael Liburdi granted a preliminary injunction ending the prosecution and barring Arizona from enforcing its gambling laws against event contracts on CFTC-regulated exchanges.

That injunction stands. As things are, sports event contracts are accessible to Arizonans and the state cannot stop them.

Round Two: Arizona Moved Against Its Own Licensee Instead

On December 5, 2025 the ADG issued Underdog a Notice of Violation and Intent to Revoke its Arizona fantasy sports contest operator license. The dispute has nothing to do with fantasy contests. It concerns Underdog's role as a technology provider to Crypto.com, a CFTC-designated contract market offering sports event contracts.

The department's position is that Crypto.com's event contracts constitute illegal sports betting in Arizona, and that by contracting with Crypto.com, benefiting from its services and providing it financial support, Underdog is aiding that conduct and lending it — in the ADG's words — a "façade of legitimacy."

It is the first time any US state has moved to strip a gaming license over prediction markets involvement, and other regulators are watching it.

No final determination has been made. Underdog said it would challenge the notice, the administrative process is ongoing, and Underdog remains authorized to operate in Arizona in the meantime.

Why This Matters If You Bet in Arizona

• Prediction market apps are currently available to you, but they are not Arizona-licensed sportsbooks. No state consumer protection applies and there is no Arizona regulator to complain to.

• They are not covered by Arizona self-exclusion. If you have self-excluded from Arizona sportsbooks, that exclusion does not reach prediction markets — the single most important consumer point on this page.

• Pricing works differently. Contracts trade between roughly 1c and 99c against other users rather than against a book, so there is no line to shop and no bookmaker margin in the familiar sense. This prediction market odds converter is a good resource to have at your disposal.

• The position is unstable in both directions. The Third Circuit sided with Kalshi in May 2026, but two Ninth Circuit appeals remain undecided — including one brought by three California tribes arguing that sports event contracts amount to unauthorized Class III gaming under the Indian Gaming Regulatory Act, heard on July 10, 2026 with no ruling issued. A decision against Kalshi would change the Arizona picture quickly.

• And the Underdog case shows the state has a second lever. If the ADG succeeds, any licensee in Arizona thinking about a prediction market partnership has a precedent to weigh.

Where You Can Bet in Person in Arizona

Arizona's 2021 law reserved half the state's licenses for professional sports franchises, which means betting operations can be tied directly to teams and their venues. Very few states allow that.

Sportsbooks at Arizona Sports Venues

BetMGM Sportsbook at State Farm Stadium, Glendale — open

The first in-stadium sportsbook in NFL history. It opened on September 8, 2022, occupies two storeys and around 17,000 square feet, and — importantly for planning a visit — trades 365 days a year rather than only on Cardinals gamedays.

Caesars Sportsbook at Chase Field, Phoenix — open

A permanent two-storey book of around 22,300 square feet on the plaza at the Diamondbacks' ballpark, with food and drink from chef Guy Fieri. It replaced the temporary ticket-window setup that operated when betting first launched.

DraftKings at TPC Scottsdale — open

The first sportsbook at a PGA Tour venue, at the home of the WM Phoenix Open.

FanDuel at Mortgage Matchup Center, Phoenix — closed to betting

This was Arizona's first retail sportsbook, at what was then Footprint Center. FanDuel converted the space into a lounge in mid-2025 and in-person wagering is no longer available there. If you are heading to a Suns or Mercury game expecting to bet at a window, use the app instead. Most Arizona betting pages still list this as an active sportsbook.

Tribal Casino Sportsbooks

Ten of Arizona's twenty licenses are reserved for federally recognized tribes, and several tribal casinos run retail books under national brands.

The verdict

What You Can and Cannot Bet on in Arizona

Spreads, money lines, totals, halves and quarters, futures, player props on professional sports, parlays, same-game parlays and live in-play markets — across the NFL, NBA, WNBA, MLB, MLS, NHL, international soccer, college football and basketball, golf, tennis, motorsport, combat sports, cricket and rugby. Arizona no longer has an NHL team, but NHL betting is unaffected.

Because Arizona law prohibits them, not because of a bug. Under A.R.S. § 5-1315(A)(2), Arizona bans wagers on "individual actions, events, occurrences or nonoccurrences to be determined during a collegiate sports event," including on the performance of an individual participant.

• You cannot bet a college player's passing yards, rushing yards, receptions or any other individual in-game market.

• You can bet the game — spread, moneyline, total, halves and live markets.

• You can bet season-long award markets like the Heisman, because those rest on cumulative play rather than a single event.

This has been the rule since launch in 2021, so it predates the wave of college prop bans other states introduced in 2024. Arizona law also lets operators, leagues, teams and universities petition the ADG to prohibit specific wager types on integrity grounds.

Visiting or Wintering in Arizona

Arizona takes in a large seasonal population every winter, much of it arriving with sportsbook accounts already open elsewhere. In most cases you do not need to do anything.

The major national books run a single account per customer across every state they operate in. Your login, balance and bet history travel with you, and when you cross into Arizona the app detects your location and shows you the Arizona market.

What Changes When you Arrive

• The odds and markets are Arizona's. College player props disappear from your Wildcats and Sun Devils screens.

Arizona requires non-residents to file a state return — Form 140NR — if they have Arizona-source income, and gambling winnings from Arizona count. Three likely explanations in order of probability. A geolocation failure rather than an account problem — turn off any VPN first, then check location permissions are set to precise rather than approximate. Or that operator does not hold an Arizona license, in which case no troubleshooting helps. Or your account needs re-verification, which some operators trigger when they see you in a new state.

Geolocation is checked at the moment you place a bet, not just at login, and it is not generous about borders. If you are in Yuma, Bullhead City, Page or along the Colorado River you may be close enough to California, Nevada or Utah for a check to fail; moving a few miles inland usually resolves it.

Arizona Sports Betting Taxes

Arizona taxes gambling winnings as ordinary income at a flat 2.5%. There are no brackets and no separate gambling rate. The flat rate took effect on January 1, 2023, and at 2.5% it is the lowest of any state with a flat income tax.

Arizona also cut its gambling withholding rate from 20% to 2.5% under SB 1274, signed on May 13, 2025, aligning withholding with the top individual rate.

Delete the 2.59% / 3.34% / 4.17% / 4.50% bracket table from the live page. It has been wrong since January 2023 and sits in a section readers rely on when filing.

Federal Tax, and the Change That Costs Frequent Bettors Money

• 24% federal withholding applies to sports wagering winnings of $5,000 or more where the payout is at least 300 times the stake.

• From January 1, 2026 the general W-2G reporting threshold is a unified $2,000, replacing the old $1,200 slots and $1,500 keno thresholds, indexed to inflation from 2027.

• Also from January 1, 2026, gambling losses are deductible at only 90% of their value, still capped at your winnings. Two repeal attempts have failed — the Full House Act in July 2025 and the FAIR BET Act, blocked by the House Rules Committee in January 2026.

• The reporting threshold governs when an operator must issue a form, not whether the income is taxable. Everything is reportable.

The Two Things Most People Get Wrong

1. You report gross winnings, not net profit. A year of $210,000 won and $200,000 lost is $210,000 of income and a separate deduction — not "$10,000 of income."

2. You only get the loss deduction if you itemize. Most filers take the standard deduction, get no offset for losses at all, and pay tax on gross winnings. For a casual bettor that matters more than the 90% cap.

Kevin Durant was traded to Houston in summer 2025 and Bradley Beal was waived. Devin Booker stayed, and Jordan Ott took over as head coach for 2025-26. Phoenix went 45-37, won a play-in game against Golden State and reached the playoffs as the eighth seed before being swept by Oklahoma City. Miles Bridges and former Wildcat Koa Peat arrived in the 2026 offseason. Home games are at Mortgage Matchup Center, formerly Footprint Center and then PHX Arena, renamed in October 2025.

Torey Lovullo is in his tenth season. Arizona went 80-82 in 2025, a second straight year out of the playoffs. Corbin Carroll and Ketel Marte remain the core; Corbin Burnes and Zac Gallen have gone. The Chase Field funding dispute was resolved in 2025 when HB 2704 was signed, contributing up to $500 million toward a refurbishment reported at more than $750 million.

Arizona Diamondbacks Odds 

Arizona Has No NHL Team

The Arizona Coyotes ceased operations in April 2024 when the NHL approved the sale of hockey operations to Ryan and Ashley Smith and the franchise moved to Salt Lake City, playing as Utah Hockey Club before being renamed the Utah Mammoth in May 2025. Former owner Alex Meruelo kept the Coyotes name and trademarks with a window to secure an expansion team, but withdrew in June 2024 after the state cancelled a north Phoenix land auction. There is no active plan to bring the NHL back. Remove the Coyotes profile, the Coyotes odds links and the Gila River Arena reference from the live page.

Phoenix Mercury

The Mercury reached the 2025 WNBA Finals under Nate Tibbetts before being swept by Las Vegas, with a roster built around Alyssa Thomas, Satou Sabally and Kahleah Copper. Diana Taurasi retired after 2024 and will have her No. 3 retired during the 2026 season; Brittney Griner signed with Atlanta ahead of 2025. Sabally left for New York in 2026. They share Mortgage Matchup Center with the Suns.

WNBA Odds

Arizona Wildcats 

Arizona joined the Big 12 in 2024 after 46 years in the Pac-12. Brent Brennan went 9-4 in 2025, finished ranked 17th, reached the Holiday Bowl and was extended through at least 2030; quarterback Noah Fifita returns after a 3,228-yard, 29-touchdown season. Basketball had a landmark 2025-26: 36-3, a first Big 12 regular-season and tournament double, a No. 1 seed and a first Final Four since 2001, ending in a semifinal loss to Michigan. Tommy Lloyd won Naismith Coach of the Year. Football is at Casino Del Sol Stadium, renamed from Arizona Stadium in November 2025; basketball is at McKale Center.

Arizona Wildcats Odds

Arizona State Sun Devils  

Arizona State also joined the Big 12 in 2024 and won it immediately, going 11-3, beating Iowa State 45-19 in the championship game for a first conference title since 2007, earning a College Football Playoff bye and pushing Texas to double overtime in the Peach Bowl quarterfinal. Kenny Dillingham was extended through 2030. The Sun Devils went 8-5 in 2025 and lost the Territorial Cup at home. Basketball changed hands — Bobby Hurley's contract was not renewed in March 2026 after eleven seasons, and Randy Bennett arrived from Saint Mary's. Football is at Mountain America Stadium, formerly Sun Devil Stadium.

Grand Canyon and Northern Arizona

Grand Canyon left the WAC for the Mountain West in July 2025. Bryce Drew remains head coach, with four NCAA Tournament appearances since 2021 including a first win in 2024. Northern Arizona competes in the Big Sky; Brian Wright coaches football, 7-5 in 2025. No Arizona school is in the rebuilt Pac-12, which relaunched on July 1, 2026 with nine members — remove all Pac-12 references relating to Arizona and Arizona State.

• Fiesta Bowl, State Farm Stadium — still the Vrbo Fiesta Bowl, rotating between quarterfinal and semifinal duty under the 12-team College Football Playoff. The January 2026 edition was a semifinal, won 31-27 by Miami over Ole Miss. A quarterfinal follows on December 30, 2026 and a semifinal in January 2029.

• Cactus Bowl, Mountain America Stadium, Tempe — formerly the Guaranteed Rate Bowl and then the Rate Bowl, rebranded in June 2026 and moved from Chase Field to Tempe. College football's only Big Ten versus Big 12 postseason game, on ABC on December 26, 2026.

• Snoop Dogg Arizona Bowl, Casino Del Sol Stadium, Tucson — Fresno State beat Miami (OH) 18-3 in December 2025.

• WM Phoenix Open, TPC Scottsdale — Chris Gotterup beat Hideki Matsuyama in a playoff in February 2026; Thomas Detry won by seven the year before. Attendance caps and tighter crowd protocols followed incidents at the 2024 tournament.

• NASCAR at Phoenix Raceway — Phoenix still hosts two Cup Series races but no longer the title decider. Championship Weekend moved to Homestead-Miami from 2026 after Phoenix hosted it from 2020 to 2025, with Kyle Larson crowned there in November 2025. Ryan Blaney won the Straight Talk Wireless 500 in March 2026. The autumn race now opens the Round of 8. The live page still presents Phoenix as the title race venue.

• Cactus League spring training — fifteen MLB teams across ten stadiums, attendance up for a fifth straight year to 1,753,849 in 2026, the highest since 2018.

• Phoenix hosted the 2026 NCAA Women's Final Four at Mortgage Matchup Center, where UCLA beat South Carolina 79-51, and the 2024 men's Final Four at State Farm Stadium.

Daily Fantasy Sports in Arizona

Daily fantasy sports were legalized alongside sports betting under HB 2772 and went live on August 28, 2021. Arizonans have paid more than $486 million in entry fees since. Unlike many states, Arizona licenses DFS operators through the Department of Gaming rather than leaving them in a legal gap.

Why Arizona Pick'Em is Not the Same Game You Played Elsewhere

The original pick'em format asked you to choose over or under on projected player statistics, combine several and collect a multiplied payout from the operator. Regulators in around ten states objected that this is not fantasy sports — you do not draft a team and you do not compete against other entrants, you play against the house, which looks a great deal like a parlay. Arizona agreed and brought in fantasy sports regulations prohibiting against-the-house pick'em.

Both major operators rebuilt the product rather than leave:

• PrizePicks runs Arena, its peer-to-peer format, in Arizona. The company moved its entire US business to Arena-only in August 2025, and Arena is approved in Arizona for players 21 and over.

• Underdog runs Pick'em Champions, where you build a roster of up to eight athletes, choose a statistical metric for each, and are scored against other entrants rather than against Underdog. It switched the day before Arizona's new fantasy rules took effect.

The practical difference is that you compete with other players for a prize pool, so payouts depend on how everyone else does rather than on a fixed multiplier.
